The 2021 recall of certain CPAP, BiPAP, and mechanical ventilator devices
In June 2021, Philips Respironics issued a voluntary recall of certain continuous positive airway pressure (CPAP) machines, bi-level positive airway pressure (BiPAP) machines, and mechanical ventilator devices. The recall was due to potential health risks associated with the polyester-based polyurethane (PE-PUR) foam used in these devices to reduce sound and vibration. Over time, or when exposed to heat, humidity, or ozone cleaning, this foam could break down, causing black pieces of foam or invisible chemicals to be inhaled or ingested by the user. This posed a serious risk of injury and could require medical intervention to prevent permanent damage.
The recall impacted 15 million devices worldwide, including specific Trilogy Evo ventilators distributed from April 15, 2021, to May 24, 2021, with certain serial numbers. Other affected devices included the A-Series BiPAP A40 and A30, the A-Series BiPAP Hybrid A30 (not marketed in the US), and various continuous and non-continuous ventilators. Philips stopped selling all CPAP and BiPAP machines as of January 25, 2024, but it is still allowed to service the devices and sell accessories and replacement parts.
Following the recall, Philips Respironics agreed to a Recall Remediation Plan with the FDA to provide relief to impacted patients. This included offering new or reworked devices or partial refunds for certain devices. As of April 2024, Philips has remediated 99% of actionable sleep therapy device registrations globally. The company continues to communicate with Durable Medical Equipment providers (DMEs) regarding the remediation of ventilator devices.
The FDA has also issued warnings about the replacement models for the recalled CPAP and BiPAP machines. Specifically, the silicone foam used in the Philips DreamStation 2 CPAP machines may release "certain chemicals of concern," including formaldehyde, a known carcinogen. Between January and March 2023, the FDA received hundreds of reports of overheating, smoke, fire, and burns associated with these devices. Electrical or mechanical malfunctions are suspected to be the cause.
