Recipes are not required for Command Meld
Recipes are not necessary for command melding in Kingdom Hearts: Birth by Sleep. They are only there to show the result of a meld. For example, if you're melding Blizzard with Quick Blitz, having the recipe will show you that the result is a Blizzard Blade. Without the recipe, the outcome will be shown as "???".
The Meld Commands screen is Birth By Sleep's "kitchen", where you can use your fully leveled Commands to create new ones. While there, you can use your fully leveled Commands to create a lot of new ones of all sorts. Using Crystals, you'll also be able to unlock many Abilities.
There's no limit to how many commands you can meld, as long as you have the required materials. To level up your commands, you can either focus on defeating large numbers of enemies while using your equipped commands or use the Command Board.
If you want to use an action command to create another command, you need to have a duplicate command before being able to use it as melding material. For instance, if you want to meld Sonic Blade by melding Blitz and Air Slide, you need to buy another Air Slide before being able to use your maxed Air Slide as the ingredient.
